Occasional Papers
Open, addressed notes to decision makers on a policy matter that needs attention.

An open policy memorandum is a short, addressed note placed in the public domain. It names the decision maker or institution it speaks to, states the matter that needs attention, gives the reasoning in brief and closes with specific requests or recommendations. Open memoranda are used when an issue is time-bound and public discussion helps it move.
