What B.A.P-I seeks to become, what it does every day to get there, and the mandate it holds itself accountable to.
Our Vision
To be the reference institution of Bharat for the understanding, measurement and strengthening of national resilience: an institution whose evidence is trusted by government, whose methods are adopted by industry, whose fellows carry resilience practice into every sector, and whose indices and frameworks guide the nation’s progress towards a developed, self-reliant and secure Bharat by 2047.
We see a Bharat where critical infrastructure is resilient by design, manufacturing is strategically self-reliant, supply chains are secured through foresight, technology is sovereign, security is comprehensive, and partnerships make the world collectively more resilient. In that Bharat, resilience is not a reaction to crisis but a national capability: designed in, written into governance and measured against clear standards. It is the condition in which the nation’s material, intellectual and civilisational assets are restored to their full strength, and Bharat takes its place again as the Sone ki Chidiya and a Viswaguru among nations.
Our Mission
To protect and strengthen the nation’s core assets by converting knowledge into intelligence, intelligence into capability and capability into resilience. We do this through:
Rigorous research
Across six pillars, twelve clusters and 148 sectors, with methods that can be examined and repeated.
Measurement
Through the Bharat National Resilience Index and its allied instruments, so that resilience can be compared and tracked.
Carrying findings into practice
Through publications, certification, advisory services, partnerships and capacity building.
Sustained independence
Through the value the Institute creates for the institutions it serves, never through dependence on a single patron.

The mandate is the standing set of duties the Institute accepts. Every programme, partnership and publication must serve at least one of them.
M1Know the nation’s assetsIdentify, classify and map Bharat’s assets and their interdependencies
Build and maintain a structured understanding of Bharat’s material, cyber, industrial, intellectual and civilisational assets across all 148 sectors: what they are, who owns and operates them, what they depend on, and where failure in one can cascade into others.
M2Measure resilienceCalibrated, comparable, transparent
Develop and apply the Bharat National Resilience Index and allied instruments, so that the safety, security, continuity, compliance and adaptability of entities, sectors and States can be measured, classed and tracked over time, with methods published for scrutiny.
M3Protect and strengthenFrom protective minimum to resilience by design
Design the standards, protocols, playbooks and model frameworks that reduce exposure to threat and hazard, raise capability beyond the protective minimum and make resilience a design requirement in new infrastructure, plants and supply chains.
M4Inform governance and lawEvidence for those who decide
Offer evidence, policy options and model legislative frameworks to ministries, regulators, States and Parliament, including proposals such as a Critical Infrastructure Protection Act with BNRI as its measurement pillar, always as proposals for the competent authorities to consider.
M5Build national capabilityPeople who carry resilience into every sector
Train and certify professionals, assessors, students and leaders through courses, internships, capstone projects and executive programmes, so that resilience practice spreads well beyond the Institute’s own walls.
M6Advance self-reliance and technology sovereigntyAtmanirbhar Bharat in critical capability
Identify critical dependencies in materials, components, technologies and skills, and support indigenisation, diversification and innovation so that Bharat owns the capabilities its security and prosperity rest on.

Study and support Bharat’s partnerships across bilateral, regional, multilateral, minilateral and maritime tracks, and offer Bharat’s resilience practice to partners, contributing to a rules-based order and a safer, stronger, sustainable world.
M8Preserve and revive Sanātan assetsCivilisational strength as a national asset
Treat Bharat’s historical, archaeological, cultural and knowledge heritage as assets to be documented, protected and drawn upon, and connect that inheritance with the modern, technological and research capability of the nation.
M9Publish, certify and index with integrityIndependence, evidence, national interest
Keep research, advisory work, recognition and indexing separate; make every claim traceable to a source or method; state uncertainty openly; and handle sensitive information with discretion, in the national interest above every other consideration.

Long-term objectives to 2047
- Establish Bharat’s leadership in resilience-oriented governance and institutional capacity building.
- Make BNRI-aligned measurement the common language of resilience across sectors, entities and States.
- Build integrated research, policy and action pipelines for public safety, civil infrastructure and strategic technologies.
- Develop national capacity for risk compliance, crisis governance and adaptive legal design through simulations, frameworks and pilots.
- Institutionalise partnerships with global platforms and standards bodies, positioning Bharat as a rule-shaper in protection policy and innovation governance.
