Founded in 2020 and still evolving, the Bharat Assets Protection Institute (B.A.P-I) has grown from a pioneering concept into a transformative institution through years of refinement, experimentation, and progressive development. Its founding vision is rooted in the belief that India must rise as a developed, self-reliant, and sustainable nation—Atmanirbhar Bharat—capable of feeding global innovation, ensuring internal resilience, and fostering shared prosperity.
Director of the Institute, Dr. Padmalochan Dash widely recognised for his academic leadership and administrative acumen, and with a distinguished career in higher education and research, has consistently contributed to institutional development, academic innovation, and interdisciplinary scholarship. His vision continues to guide the Institute towards academic excellence and impactful engagement in national discourses.

He stands as both the architect and driving force behind B.A.P-I’s mission, bringing together an exceptional blend of academic depth, strategic insight, and humanistic foresight. His academic path reflects interdisciplinary excellence, holding an M.A. and M.Phil. in South and Southeast Asian Studies, again M.Phil. and a Ph.D. in Internal Security, and is presently submitting his Post-Doctoral research on the “Critical Infrastructure Protection Programme (CIPP) for India.” This research introduces a comprehensive framework under the proposed Critical Infrastructure Protection Act (CIPA) and the Bharat National Resilience Index (BNRI)—a statutory, data-driven system designed to measure, audit, and enforce resilience across India’s critical infrastructures, strategic industries, and governance lifelines.

An alumnus of Utkal University, Utkal University of Culture—the only institution of its kind in the continent—the University of Madras, and the Central University of Gujarat, Dr. Dash exemplifies the convergence of cultural scholarship, national security analysis, and policy innovation.

Professionally, he has worked across industry and academia, as well as serving as a consultant and advisor to start-ups, enterprises, and developmental institutions. His contributions extend across critical infrastructure protection, cyber-physical security, blue-water and logistics economy, technology sovereignty, and institutional reform. Alongside his professional pursuits, he remains actively engaged in social and spiritual endeavours, advocating for ethical leadership, civic responsibility, and value-based national development.

A prolific thinker and writer, Dr. Dash has published widely in The Pioneer, FINS Journal of Diplomacy & Strategy, Uday India, and several other national and thematic platforms. His work reflects a rare commitment to bridging research, governance, and real-world application in the service of India’s long-term strategic resilience.

Under his leadership, B.A.P-I aspires to mature into a multidisciplinary institution—bringing together academia, industry, entrepreneurs, and policy thinkers to co-create knowledge, foster innovation, and institutionalise the architecture of national resilience. The institute seeks to harmonise technology, foresight, and governance to prepare India for a rapidly transforming global order.
