Protection Institute (B.A.P-I) was established as an independent
multidisciplinary research institution dedicated to advancing the study of
national resilience, critical infrastructure protection, and strategic
governance. Over the years, it has evolved through continuous research,
institutional refinement, and interdisciplinary engagement into a platform
that bridges academia, public policy, industry, and national capability
development. The Institute is founded upon the conviction that India's
long-term progress depends upon building a resilient, self-reliant, and
innovation-driven national ecosystem. Guided by the broader vision of - Atmanirbhar
Bharat - B.A.P-I seeks to contribute towards strengthening the country's
critical infrastructure, strategic industries, technological sovereignty,
supply-chain security, and governance architecture, while fostering

Dr. Padmalochan Dash is the Founder, Director, and Lead Research
Fellow of the Bharat Assets Protection Institute (B.A.P-I), an independent multidisciplinary research institution
dedicated to advancing scholarship and policy innovation in the fields of
Critical Infrastructure Protection, National Resilience, Strategic
Manufacturing, Supply Chain Security, Technology Sovereignty, and Integrated
National Security Governance. Established in 2020, B.A.P-I was conceived as a long-term
research initiative to bridge the gap between academic inquiry, public
policy, industry practice, and national capability development. Under his
leadership, the Institute has progressively evolved into a specialised
platform that examines the protection and resilience of the strategic assets
upon which modern nations depend, including critical infrastructure systems,
industrial ecosystems, logistics networks, cyber-physical environments,
blue-water infrastructure, and emerging technology domains. Dr. Dash's academic and professional work is guided by the
belief that resilience is no longer simply a matter of disaster recovery or
infrastructure protection, but rather a comprehensive governance function
integrating economic continuity, technological advancement, environmental
sustainability, industrial capability, societal preparedness, and state
continuity. This philosophy forms the intellectual foundation of B.A.P-I's
research architecture and its broader vision for strengthening India's
long-term strategic resilience. His current research focuses on the development of a
comprehensive Critical Infrastructure Protection Programme (CIPP) for India,
including the proposed Critical Infrastructure Protection Act (CIPA) and the
Bharat National Resilience Index (BNRI). The BNRI is conceived as a
multidimensional resilience assessment framework designed to measure,
benchmark, and strengthen governance capability, infrastructure robustness,
cyber resilience, supply-chain security, technological sovereignty, disaster
preparedness, and institutional continuity across India's strategic sectors. Dr. Dash's scholarly interests extend across Critical
Infrastructure Protection, Internal Security, Cyber-Physical Security,
Strategic Manufacturing Ecosystems, Logistics and Supply Chain Resilience,
Technology Sovereignty, Blue Economy and Maritime Security, Disaster Risk
Governance, National Capability Assessment, and Indo-Pacific Strategic
Affairs. His work seeks to integrate systems thinking, resilience
engineering, governance studies, and public policy into practical frameworks
capable of supporting long-term national preparedness. Academically, he represents a multidisciplinary convergence of
security studies, governance, and civilisational thought. He holds advanced
qualifications in South and Southeast Asian Studies and Internal Security,
and his research combines strategic analysis with institutional design and
applied policy development. His work reflects a sustained commitment to
transforming academic research into practical governance instruments capable
of addressing contemporary national challenges. Beyond academia, Dr. Dash has worked across educational
institutions, industry, entrepreneurial ventures, and developmental
initiatives, while also serving as a consultant and advisor on matters
relating to infrastructure resilience, strategic planning, institutional
governance, and emerging technology ecosystems. His interdisciplinary
experience enables him to connect theoretical research with operational
realities and long-term policy implementation. As an author and policy researcher, he has contributed
extensively to national discourse through publications in The Pioneer, FINS
Journal of Diplomacy & Strategy, Uday India, and other thematic
platforms. His writings focus on Critical Infrastructure Protection, national
resilience, cyber-physical security, strategic manufacturing, logistics
ecosystems, and India's evolving security architecture, with particular
emphasis on translating research into actionable policy frameworks. Under his leadership, B.A.P-I aspires to serve as a
collaborative platform connecting academia, government, industry,
entrepreneurs, researchers, and strategic practitioners. The Institute
promotes interdisciplinary research, policy dialogue, innovation, and
knowledge exchange aimed at strengthening India's resilience across critical
infrastructure, strategic industries, and governance systems while
contributing to broader discussions on Indo-Pacific security and global
supply-chain resilience. His long-term vision is to help establish a comprehensive
national resilience architecture for India, one that harmonises governance,
technology, infrastructure, industry, innovation, and societal capability
