How B.A.P-I is led, governed and organised so that research becomes policy input, capability and measurable resilience, with integrity at every step.
The leadership of B.A.P-I brings strategic vision, domain expertise and institutional commitment together in one purpose: safeguarding Bharat’s critical infrastructure, strategic manufacturing and supply chains, and the wider national resilience ecosystem.
01The role of leadershipDirection, oversight and intellectual guidance
The leadership sets the Institute’s priorities, guides the development of frameworks such as the Bharat National Resilience Index, and oversees the passage of research outputs into policy options and operational strategies. It provides strategic direction, operational oversight and intellectual guidance across every vertical: research, publications, policy engagement, assessment, certification, advisory services and partnerships.
It draws on professionals and advisors from defence and security, public policy, technology, infrastructure, disaster management, cyber systems, industry and academia, so that every decision is informed by both theory and practice.
02Principles of governanceIndependence, evidence, national interest, integrity
Independence
Findings follow method and data, never the preference of a sponsor, client, member or partner.
Evidence
Every claim is traceable to a source, dataset or documented method, and uncertainty is stated openly.
National interest
The agenda is set by what Bharat needs, with discretion in sensitive matters and care in the choice of partners.
Separation of functions
Research and indexing, advisory work and recognition are kept apart, so that each protects the integrity of the others.
03How the Institute is organisedBodies, Mission Centres and functional streams
The organisation chart above and the governance framework below show the structure in full. In outline:
- Office of the Founding Director, which holds overall responsibility for direction, standards and the Work Focus Manual.
- Governing Council, Board of Research and Specialised Committees, which oversee strategy, research quality and specific domains.
- Twelve National Mission Centres, each carrying one institutional function across all sectors, guided by the Research Council and its thematic stacks.
- Independent Advisors and BHARAT-ARC fellows, who bring outside expertise and peer review.

By combining strategic foresight with practical expertise, the leadership drives the Institute’s mission to help build a secure, resilient and self-reliant Bharat. Its long-term task is institutional: to develop a cadre of researchers and professionals, codify methods and standards, and build the governance that allows B.A.P-I to serve the nation across generations, on the road to Viksit Bharat 2047.
