Occasional Papers
Papers that open a question for debate and invite responses from the field.

A discussion paper opens a question rather than closing it. It sets out a line of argument, tests it against the evidence and invites responses from scholars, practitioners and industry. Discussion papers are where new ideas are first put forward for debate before they settle into policy or doctrine.
