B.A.P-I JOURNAL OF
Internal Security & Strategic Sectorial Resilience

The B.A.P-I Journal of Internal Security & Strategic Sectorial Resilience (JISSR) is a peer-reviewed, interdisciplinary journal of the Bharat Assets Protection Institute™ (B.A.P-I), published by Bharat Assets Publication. It is dedicated to the internal security of Bharat and to the resilience of the strategic sectors the nation cannot afford to lose.

Threats to national stability now arrive through many doors at once: terrorism and radicalisation, hybrid and cyber attacks, disasters and climate extremes, industrial accidents, organised crime and failures of governance. JISSR studies how institutions, laws, technologies and communities can anticipate, absorb and recover from these threats, and how resilience can be measured, regulated and built into every critical sector. It brings security professionals, disaster managers, legal and governance experts, technologists and scholars onto one platform.

Key focus areas include:

  • National critical infrastructure protection systems and legal frameworks
  • Hybrid threats, counter-terrorism and counter-radicalisation
  • Cybersecurity infrastructure, forensic analytics and digital sovereignty
  • Secure communication, surveillance and border management
  • Civil defence, infrastructure redundancy and continuity of government and services
  • Disaster risk reduction, early warning, climate adaptation and fire safety
  • Industrial disaster prevention, chemical safety and occupational security
  • Event resilience, crowd management and the private security industry
  • Governance, compliance, ESG and social security as foundations of resilience
  • Measuring sectoral resilience, including the Bharat National Resilience Index (BNRI)

JISSR welcomes original research, policy and legal analysis, operational case studies and practitioner perspectives that strengthen the security and resilience of the nation.

Journal Focus Map

What this journal publishes

Sectors may intersect, but lenses may not. Every manuscript is routed by the question it asks, not by the sector it mentions.

The question this journal asksWhat threatens this system, and how is it protected, governed and kept running?

Lens

Protect, secure and govern risk: threats, continuity, resilience governance, policing, cyber and hybrid threats, disaster risk

Typical article types

Threat assessments, legal and governance analyses, continuity and preparedness studies, policing and disaster response case studies, resilience measurement papers

Primary readers

Security and law enforcement professionals, disaster management authorities, compliance and risk officers, legislators and regulators, CI operators

The B.A.P-I Journal of Internal Security & Strategic Sectorial Resilience (JISSR) holds the protect, secure and govern-risk lens. Its governing question is what threatens a system, an institution or a community, and how it is protected, secured, governed and kept running through attack, accident, disaster and disruption. The journal treats security and resilience as one continuum, running from prevention and deterrence through preparedness and response to recovery and reform, and it applies that continuum to every strategic sector the nation cannot afford to lose.

The journal owns threats in all their forms: terrorism and radicalisation, organised crime, hybrid and cyber attack, insider risk, information disorder, and the natural and climate hazards that strike infrastructure and communities. It owns the institutions and instruments that counter them: policing, intelligence coordination, border management, civil defence, forensics, private security, disaster management authorities and emergency services. It owns resilience governance: the laws, standards, compliance regimes, corporate governance, ESG obligations and social protection systems through which risk is governed in peacetime, and the measurement of sectoral resilience through the Bharat National Resilience Index.

JISSR reads the Disaster Management Act, 2005, the Digital Personal Data Protection Act, 2023, and the mandates of CERT-In and NCIIPC as working instruments, and asks how they can be calibrated so that the protection of critical sectors is systematic rather than episodic. It is also the natural home of the Institute's doctrinal work on a Critical Infrastructure Protection Act for Bharat, on State Resilience Cells and on a National Resilience Report.

Sectors where it carries companion papers

These sectors are led by another journal; this journal takes manuscripts on them that answer its own question.

Not sure which journal fits your manuscript?

  1. The specific domain prevails over the general function. Port security goes to the Bluewater journal, not to the general security journal.
  2. Where no specific domain applies, the dominant verb decides: build and make go to Infrastructure & Manufacturing, move and source to Logistics & Supplychain, protect and govern to Internal Security & Resilience.
  3. Where the verb is balanced, the journal whose primary readers will act on the findings takes the paper.
  4. A paper declined on scope is offered to the companion journal named for its sector before it is returned to the author.
